Water pump runs continuously

seeking help for a friend with a N16G. 
Fills water tank, selects inlet valve to normal. Water pump runs continuously. No leaks found. Check valve at city water connection OK. Winterization valve closed. Pump was working fine, but after adding about 5 gallons and returning valve to normal, pump now runs continuously with constant air and a little water coming out of faucets. Cleaned pump, no luck. Changed to new pump...no luck. Any ideas?  He believes the Fill/Normal valve is working normally....Thanks for any ideas

Inspect filter bowl and seal.
Also water intake fittings.
Any cracks or leaking on the pump input side will allow the pump to suck in air and continue to run.

Since you put in a new (good) pump and still have the issue,   I would plug the pump output just to make sure it shuts off.  Assuming it does,  then  it sucking air somewhere from tank to pump?

That would at least cut the possibilities in half.

Also, there is a second valve in the same compartment (I forget the labels) high up on the left side, out of sight, that will cause the same situation when turned the wrong way.

Had that happen to us once. RV tech told us to hook up the water hose to the inlet and add some water. Said do not use the gravity fill. Then unhook, turn the pump back on. It actually worked. He said sometimes you can get an air block and it will cause the pump to keep running...
